ABSTRACTWhile many attempts have been made to institutionalize ethical training in the United States Armed Forces, the intended aim of each undertaking – changing the overall perception, understanding, and appreciation of ethics – is not fully achieved. Additionally – and conspicuously absent from each of the ethical initiatives of the warfighting institution – no method to evaluate and assess the ethical behavior of its members exists in the Armed Forces. Because Service members do not have a standard from which to (...) measure personal behavior, they cannot adequately assess if they are meeting those standards. Such a void necessarily precludes continuous ethical maturation. Thucydides, II. 28, records an eclipse of the sun in the summer of the first year of the Peloponnesian war. It can be no other than the annular eclipse of the 3rd of August, 431 B.C. John Lavery's The First Wounded, London Hospital, August 1914 records a memorable event in the First World War. This painting and the archives of the Royal London Hospital provide a fascinating insight into the nursing and medical care of these early war casualties.

We explore physiological linkage among 34 same-sex male couples. Interbeat interval, an indicator of cardiovascular arousal, was collected across four conversational contexts in the lab: a baseline period that did not involve conversation, a conversation about body image, a conversation about health goals, and a recovery period that allowed for unstructured conversation. We used a newly developed R statistical package that simplifies the use of dynamic models for investigating interpersonal emotional processes. We identified two different PL patterns: a simple one (...) that was characterized by stable synchronization and low frequency of oscillation; and a complex one that was characterized by drifting synchronization, high frequency of oscillation, and eventual damping. Guided by social baseline theory and the reactive flexibility perspective, we explored the interactions between couple relationship functioning and conversational context as predictors of the PL patterns. The results suggest that partners in well-functioning relationships and emotionally challenging situations may be especially likely to show complex PL patterns that may reflect coregulatory processes. One is to stack it with your people, make them homogenous, and force a consensus. Another is to make them heterogeneous, so that you can only come to the lowest common (...) denominator. We re not going to adopt either. We are going to allow the debate to be developed and heard. Now, three years, sixteen meetings, and five reports later, there are nagging questions about whether this council indeed has allowed the debate to be developed and heard. And the charge of politicizing public bioethics to a degree heretofore unknown and stifling the voices of dissenting members comes not from the political left but from President Bushs own appointees, including one scientist who was dismissed from further service. Ackerman BELIEVING IN A FICTION: WALLACE STEVENS AT THE LIMITS OF PHENOMENOLOGY The "ring of men" of "Sunday Morning" will chant their "devotion to the sun, / Not as a god, but as a god might be, / Naked among them, like a savage source" (CP, pp. 69-70).' Solar nakedness is deferred even as it is named. The problem for belief is the question of appearance and (...) representation. Things appear as and like.... The phenomenological return to things is also a turn to fiction, as Husserl understood: "If anyone loves a paradox, he can really say... that the element which makes up the life of phenomenology... is fiction. ' " The sun is divine, and it is not; it is both naked and clothed, savage and civilized, source (or end) and means. But such paradox is ultimately unsatisfying, and as we will see with Stevens, the need for belief—for an image or idea of totality—forces the issue of fiction and reality. The Stevens we will have in view is not the Stevens—as if there were such a creature. Our Stevens is the one most persuaded by promises such as those of phenomenology, the one most concerned with decreation (reduction) and fresh beginnings, with discovery and recognition, with imagination, the body, and the earth. This is the Stevens for whom the barrier of language presages at last not absence and difference but fictive recovery of presence and identity, the one for whom poetry represents a way of belief beyond mysticism even as it bodes mythic proximity. Finally, this is the Stevens who predominates throughout the prose (as well as in much of the poetry), who tries mightily to secure a belief while disencumbering himself of metaphysics—but alas, I think, with small success. Although Stevens's association of the problem of belief with the idea of fiction occurs in early poems such as "A High-Toned Old Christian 79 80Philosophy and Literature Woman" and "To the One of Fictive Music," his most intensive involvement with fiction as belief dates from the early 1940s and spans the period of his major essays and his last four volumes of poems. He recounts, for instance, a 1942 conversation with a student: "I said that I thought that we had reached a point at which we could no longer really believe in anything unless we recognized that it was a fiction. The student said that that was an impossibility, that there was no such thing as believing in something that one knew was not true. It is obvious, however, that we are doing that all the time" (L, p. 430). What does it mean to believe in a fiction? That is my main subject here, as we seek out the limits of the phenomenological Stevens. His letters of this period are preoccupied with the problem of fictive belief: "If one no longer believes in God (as truth), it is not possible merely to disbelieve; it becomes necessary to believe in something else.... A good deal of my poetry recently has concerned an identity for that thing.... In one of the short poems that I have just sent to the harvard advocate, I say that one's final belief must be in a fiction. I think that the history of belief will show that it has always been in a fiction" (L, p. 370). The poem referred to, "Asides on the Oboe," begins: The prologues are over. It is a question now, Of final belief. So, say that final belief Must be in a fiction. It is time to choose. (CP, p. 250) Acknowledging that "in the long run, poetry would be the supreme fiction" (L, pp. 430-31), Stevens nonetheless singles out the nominative function of poetry as the essence of its claim to supremacy: "Poetry means not the language of poetry but the thing itself.... The subject matter is what comes to mind when one says of the month of August... 'Thou art not August, unless I make thee so'" (L, p. 377). But to students of sensory physiology and its history, ‘Ohm's law’ also denotes another relationship: the fundamental principle of auditory perception that Ohm announced in 1843. This aspect of Ohm's science has attracted very little attention, partly because his galvanic researches so thoroughly eclipsed it in success and importance, and partly because Ohm's work in physiological acoustics had so little immediate (...) impact on the science of his time. On announcing his hypothesis in 1843, Ohm found himself drawn into a bitter dispute with the physicist August Seebeck, who successfully discredited the hypothesis and forced Ohm to withdraw from the field. Summary L. J. M. Daguerre realized it was impossible to capitalize by subscription or to patent his daguerreotype technique. In January 1839 François Arago, both scientist and Republican politician, suggested that financial support for Daguerre should be sought from the state in return for his secret. The idea made no immediate headway because of governmental breakdown. Only after a new cabinet was established in May 1839 could any procedure be set in motion to obtain the agreement of parliament. The author argues that polity and policies of Getúlio Vargas’s Estado Novo cannot be fully understood without exploring the legacy of Rio Grande do Sul. The southern state’s first republican governor, Júlio de Castilhos, had taken inspiration in Auguste Comte’s multifaceted political philosophy and inculcated its authoritarian traits into political institutions. Yet, he and his followers substantially adapted Comte’s positivism to the specific economic and political circumstances in their republiqueta sui generis. In contrast to Comte, the State merged temporal and (...) spiritual powers to pursue evolutionary political changes, a balanced socioeconomic modernisation, and the incorporation of the populus qua paternalistic public policies, and all this with a strong focus on education. Changing contexts resulted in further adjustments, when Vargas became governor in 1928: an ‘orderly’ inclusion of the opposition into the polity, a stronger state interventionism in the economy and labor market, and an experimentation with state corporatism. These experiences paved the way for this comtismo-turned-castilhismo-turning-varguismo to enter the national stage two years later. Despite all the compromises with other contenders for power that Vargas had to make thereafter, he and his gaúcho and other co-opted protégés remained united in the strong belief in technical solutions to social problems and a quest for rational institutions to carry out transformative policies. For them, the State was to be agent of development, tutor of corporate interest groups, and now also guarantor of national security. While highlighting the significant, and still underestimated, impact of French positivism on Vargas’s first 15 years in government, the article places emphasis on the pragmatic dimensions of its appropriation, propagation, and reinterpretation by two generations of state-builders. LAMONT Winnipeg, Canada I WISH to set out and defend a certain conception of what is involved in accepting the teachings of the Catholic Church. This conception is at odds with some contemporary understandings of the way in which such teachings are historically conditioned. I will argue that these conceptions are mistaken, and state what I think to be the (...) correct understanding of the historical conditioning of dogma. I Possession of the Catholic faith is usually understood to involve belief in the doctrines infallibly taught by the Catholic Church, so that outward profession of, and inward assent to, those doctrines, whether explicit or implicit, is a necessary condition for being a Catholic. I do not intend to discuss which particular doctrines are infallibly taught, or how exactly one determines that a doctrine is infallibly taught. I will simply assume that there are such doctrines, and that it is possible to determine that they are infallibly taught, and go on to ask the question, What does acceptance of these doctrines consist in? (The simpler expression "teachings of the Church" will be used to mean "infallible teachings of the Church" in the rest of this paper.) To accept the teachings of the Church is to believe that the propositions expressed by the sentences taught by the Church are true. Some comment on F) is necessary in order to make its meaning clear. A) "Propositions" Propositions, according to philosophers and logicians,1 possess the following characteristics. They are i) the bearers of truth or falsity. Whatever can be described as true, or as false, is a proposition. ii) the meanings of meaningful sentences. Different sentences can mean the same thing; for instance, the English sentence "Snow is white" and the French sentence "La neige est blanche" mean the same thing. What these two sentences have in common-what they mean-is a proposition. iii) the objects of cognitive, or propositional, attitudes. Such attitudes include knowing, doubting, wishing, disbelieving, suspending judgment about, expecting. When you know something or disbelieve something, what you know or disbelieve is a proposition. When you hope for something or fear that something might happen, what you hope for or fear is that some proposition might be true. Since the teachings of the Church are things that can be believed or disbelieved, are held to be true (by Catholics) and false (by some non-Catholics), and are expressed by sentences,' it follows that they are propositions.3 B) "Propositions expressed by sentences" Humans communicate propositions to each other by means of sentences. A sentence is a physical object, or a physical happening; ' See, for example, the introduction to Propositions and Attitudes, edited by Nathan Salmon and Scott Soames (Oxford, 1988). I have tried to describe in a previous paper the sort of reasons that have led philosophers to maintain that propositions are the objects of cognitive attitudes such as knowing, believing, or hoping ("The Nature of Revelation," New Blackfriars [July-August 1991]: 335-45). 2 I do not mean to assert here that all the Church's teachings are expressed in sentences, only that the Church does at times express her teachings in sentences (which is undeniable). It is possible for the Church to teach through actions, such as liturgical actions, as well as through sentences. However, since what is taught in such actions will be something that can be known and believed, such teachings will be propositions. 3 The question whether the teachings of the Church are propositions is not the same as the question whether divine revelation is propositional-whether divine revelation consists wholly or partly of propositions communicated by God to humans. This article presents the first results of a study of the decisions made by health professionals in South Australia concerning the management of death, dying, and euthanasia, and focuses on the findings concerning the attitudes and practices of medical practitioners. Mail-back, self-administered questionnaires were posted in August 1991 to a ten per cent sample of 494 medical practitioners in South Australia randomly selected from the list published by the Medical Board of South Australia. A total response rate of 68 (...) per cent was obtained, 60 per cent of which (298) were usable returns. It was found that forty-seven per cent had received requests from patients to hasten their deaths. Nineteen per cent had taken active steps which had brought about the death of a patient. Sixty-eight per cent thought that guidelines for withholding and withdrawal of treatment should be established. Enszer “She Who Shouts Gets Heard!”: Counting and Accounting for Women Writers in Literary Grants and Norton Anthologies In 1979, the Coordinating Council of Literary Magazines (CCLM), a New York-based nonprofit that supported literary magazines through technical assistance and grant-making, announced a new program: CCLM editor fellowships.1 Editor fellowships came with a $5,000 grant. Members (...) of the literary community nominated editors to CCLM for the award. Adrienne Rich nominated Ellen Marie Bissert, editor of the feminist journal 13th Moon, and Mab Segrest, editor of Feminary: A Feminist Journal for the South Emphasizing the Lesbian Vision, for the editor fellowships. In 1979, the inaugural year of the prize, among the ten winners, not one was a woman. Bissert was one of three honorable mentions. Bissert rejected the distinction with a public letter to Maureen Owen, the only woman on the CCLM board of directors. Bissert deplored “the sexism inherent in the panelists’ decisions.”2 Several feminist publications reprinted Bissert’s letter while “the male small press gave it scant 1. Under the leadership of Jeffrey Lependorf, the nonprofit organization continues to be a vital advocate for small magazines and publishers. 2. Of the 124 people who completed the applications, twenty-three (19%) were women and eleven (9%) were nonwhite men. There were thirty-three semifinalists, five (15%) women and four (12%) non-white men. These numbers shocked and outraged Bissert and other feminists. Adrienne Rich wrote to Maureen Owen, “I am appalled by the blatant sexism evidenced in the Council’s decision to fund ten male editors.”4 The attention that Bissert brought to the grant process resulted in a special meeting of the CCLM board to “discuss the controversy” and the awards.5 The next year, the CCLM editor fellowships went to five journals run by women and five run by men; one of the winners of the $5,000 award in 1980 was the editorial collective of Conditions, a magazine of writing by women with an emphasis on writing by lesbians.6 In a letter to readers of Conditions, the three editors, Elly Bulkin, Jan Clausen, and Rima Shore, noted that the “feminist protest following the announcement of the 1979 awards no doubt had an impact on the decision-making process” and that the award “represents the only substantial payment we have received, or seem likely to receive, for our editorial work, and we were greatly encouraged by it.”7 Maureen Owen acknowledged the importance of Bissert’s protests saying it “strengthened my position on the board at CCLM and the position of women editors and writers in general. She who shouts, get heard!”8 In 1979, Bissert, Rich, and other feminists demonstrated the importance of shouting about the inclusion of women in systems of literary appraisal; they recognized the important economic consequences of grants for feminist publishers and feminist authors. The Religion of Humanity, first expounded by the founder of Positivism, Auguste Comte, focused the minds of a wide range of prominent Victorians on the possibility of replacing Christianity with an alternative religion based on scientific principles and humanist values. This new book traces the impact of Comte's 'religion' on Victorian Britain, showing how its ideas were championed by John Stuart Mill and George Henry Lewes before being institutionalised by Richard Congreve and Frederic Harrison, the leaders of the two main (...) centres of Positivist worship. NICE, the draft fertility guideline and dodging the big question: should fertility treatment be provided by the NHS?In August of this year the National Institute for Clinical Excellence made its draft guideline on fertility treatment available for consultation.1 As has been widely reported in the media the draft guideline recommends that the National Health Service should provide publicly funded fertility treatment in a consistent way across England and Wales. The guideline recommends that three cycles of IVF should be available (...) when “The woman is within the optimal range for in vitro fertilisation and there is an appropriately diagnosed cause of infertility of any duration, or unexplained infertility of at least three years’ duration .Those who need fertility treatment will celebrate the guideline, as will many fertility clinics. The guideline does not, however, address key questions that will be obvious to many. Is fertility treatment the kind of thing that ought to be available on the NHS? Will the inevitable increase in demand mean that resources are directed away from other services? Is fertility treatment really the same kind of intervention as heart or hip replacement surgery?My view is that there are good reasons for doing what we can to help people access fertility services. Most of us will start a family and for those of us who do it is probably the most important of all of our life projects. Given that social status and wealth can be significant obstacles to many of the things that people would like to do with their lives, the fact that most of us are able to pursue this important life project is good from an egalitarian ….
